Which level to target
Level AA is the standard most laws reference (ADA, AODA, EN 301 549, Section 508). Aim to satisfy all A and AA criteria first; AAA criteria are best-effort enhancements that aren't required across an entire site.
The POUR principles
WCAG groups its criteria under four principles: content must be Perceivable, Operable, Understandable, and Robust. Every success criterion supports one of these, which is why working principle-by-principle is a natural way to audit a site.
